The communes finally has access to the census of the taxpayers

The communes of Andorra gained admittance to the database of the census of the taxpayers. This petition was approved by the Government of Andorra, in a meeting of the Council of Ministers.

It will be gathered a commission with representatives from the Ministry of Taxation, Department of Information Systems and the communes, to determinate the requirements to access the database, this will maintain the information more secured. It will be allowed to get information only for tax purposes or if there is a difficulty finding out the identity of a taxpayer.

The Ministry of Finances Jordi Cinca explained in depth the changes that will occur after the admittance of the communes to the database. He mentioned that the parish corporations will have to manage the collection of communal taxes. Cinca will be in charge to go to every single parish to sign the agreements associated with the taxes. Also, the gambling industry will have a new regulation and will have to record all the people that are banned from their gaming hall or have limited access to them. The gambling halls will have to register the authorizations of the staff, the license of the business and the terms and conditions of the games they offer too.

The deadline for the casino

Jordi Cinca mentioned that there are a couple of organizations interested in building a casino in the country. The offerors will have to meet the requirements of Andorra in order to open the perfect casino for the citizens. That’s why the government is postponing it for after the preparation of the conditions is done. Cinca assures that the preparation would be done by the end of the year and the ideas given by the offerors will be reviewed the first couple of months of 2017. It will be a lengthy process to find the most suitable offer to satisfy the conditions of Andorra. He also mentioned that the Council of Ministers will have to think on which games will be allowed to be played at the new casino.

According to the national recommendations, people on medical leave should stay at home between 9:00 and 12:00 and between 15:00 and 17:00, however the Social Democratic and the Liberal party had a petition that would allow people to go out anytime of the day, which was rejected by the Democratic party.

Although she partially approves the petition , the counselor of the Social Democratic party Rosa Gili, accused the executive who started it, of being unprepared for not consulting the medical college before making the petition. She approved that the medical leaves should be supervised, but she considers that it is unacceptable to assume that people abuse the leaves.

The democrat Carles Jordana reminded that the statute allows people on medical leave to go out if their doctor authorizes them. He reproached Gili and the Social Democrats party that they are too engrossed on this subject and he thinks that they made it look like they are the only ones that can question this social issue.

The Liberal party had a petition that would make the counseling of Tourism Administration of Andorra bigger by electing 4 representatives in total, two by the General Council and two by the Communes. It was rejected by the great majority.

Defending the petition of the Liberal party, Carles Naudi d’Areny-Plandolit announces that there is nothing wrong with the counseling of Tourism of Andorra, however he thinks that he could make the counseling work better and knowing that there would be two representatives of the General Council it would vouch and benefit the citizens.

The democrat Patrícia Riberaygua assures that the council of Tourism is absolutely professional and that there is no need for changes nor additions in the staff.

After the petition of the Liberal party was rejected, the plenum approved that the government has to pay in 60 days the suppliers that provide them with the districts they work in.

The agreement with the EU would cause changes in the sovereignty

The consequences that will be caused to Andorra by the departure of the United Kingdom from the European Union are still unknown. The ministry of foreign affairs Gilbert Saboya, announced that the signing of the agreement with the EU will be delayed, considering that the government doesn’t agree with some of the clauses, fearing that it may change the sovereignty of the country. The European External Action Service (EEAS) is aware that the government of Andorra is concerned. The two sides are still negotiating, if the agreement doesn’t suffer any modifications, it will cause changes in the sovereignty of Andorra.

The European Union offers to manage the differences between both sides at the Court of Justice of the European Union. Andorra sent a document to the EU indicating their observations, questions, modifications and their concernment on the low experience of the court in external affair cases. Andorra is not willing to sign the agreement without any modifications; neither thinks that the rest of the neighbors of the European Union are. However, the government of Andorra will continue negotiating with the Union.

The controversial articles

The negotiators highlight the article 11, entitled “uniform interpretation”, “Andorra should accept the jurisdiction of the Court related to the internal market” but “cannot accept the jurisdiction of the Court concerning areas that are not specific to the internal market”. Between the 26 articles there is another one that is highlighted, the country declares that the article 18 “Managing the differences between the sides” is difficult to accept too, because the institution that helps manage the differences is related to one of the sides and they would be unprejudiced. Andorra insists to involve a third country to resolve future disagreements.

Safeguard measures

Andorra is more concerned about the article 20 which deals with “Decisions that involve financial obligations.” The government of Andorra doesn’t agree, considering that it would mean that the country would disregard its sovereignty and wouldn’t participate in European nor international organizations. Andorra wants to include an article that deals with “safeguard measures.” It would protect the country if it cannot deal with the implements provided in the agreement. In case of economic difficulties, sectoral, regional or persistent, after informing the Joint Committee they could get appropriate safeguard measures.

The agreement’s structure

The government of Andorra wants to change the structure of the agreement by including a framework, protocols and annexes. The framework agreement would include, on one hand, the rules on the free movement of goods, the free movement of services and freedom of establishment, free movement of workers and freedom of movement of capital. On the other hand, the nature of institutional mechanisms that ensures the homogeneity of the internal market and the solution of conflicts. The protocols would integrate specific provisions that would implement in the framework agreement and the provisions relating to tax exemptions or transitional measures.  The annexes would include a list of legal acts, representing legislative acquis of the EU related to Andorra.

Granvalira announced on Tuesday morning the new summer season 2016. The activities are divided into three main groups : Nature, sports and culture.  The goal is to increase the visitors, which may vary depending on the type of activities, for example, last summer, they were registered 20.000 climbing’s to Canillo and only 5000 on the Bike Park Soldeu. The wide variety that Granvalira gives us, makes it difficult for the global estimates of the visitors, although there may be a 10% increment.
